Rain and wind are picking up in the Florida Keys as Tropical Storm Elsa barrels through the state with dangerous flooding. A hurricane watch was just issued near Tampa and parts of Georgia and South Carolina are now under a tropical storm watch as well. NBC’s Sam Brock reports from Key West, and TODAY’s Dylan Dreyer forecasts where the storm is headed next and how bad it will be.
