Detroit is attempting to change its rental policies from a new fee structure and placing liens on our properties for past due tickets to revamping the escrow program to having landlords market their plan to renters. I understand wanting to provide more safe rentals, but is this plan good? Some of it is okay and the rest of it makes no sense to me.
