Canada and other wealthy countries are at the centre of fraught discussions during this year’s COP29 international climate talks, as negotiations ramp up over whether countries that have contributed a disproportionate share of planet-warming emissions should financially compensate other nations in the fight to tackle climate change.

Yet despite a historic agreement during COP28 to set up a dedicated fund to support vulnerable countries experiencing the worst effects of climate change, United Nations (UN) special rapporteur on climate change and human rights Elisa Morgera says little progress has been made since the last climate summit.
