Undervolting is kinda the opposite of overclocking. Instead of boosting the clock speeds to gain more performance out of your hardware, you manually decrease the amount of voltage/electricity that your components use so that they generate less heat, and make your pc quieter without sacrificing too much performance.Most CPUs/GPUs are built to work perfectly fine at lower voltages as well, so not only is this safe but it may also increase the lifespan of your hardware. But before tweaking the voltages definitely do some research on what undervolting settings are best for your specific hardware so that you dont mess things up!
