"Heart of the City" was the second single from the album "The Line Are Open", and this video, along with the videos for "Talk Talk" and "Chains", were filmed in Toronto over just a few days. Lead singer and songwriter Dean McTaggart (who generously provided a VHS copy of these videos) recalls the shoots costing "well into the six figures" – a massive budget at the time. The three videos were shot by Champagne Films, which was a big video company in Toronto at the time, and that the band didn't have a lot of input into them.
Heart of the City also got a boost when it was featured in the CTV/CBS TV series "Night Heat" in the season 3 finale "Vengeance", which aired on January 7th, 1988.
Singer Dean McTaggart also told me: "Heart of the City" was born from a collaboration between myself and Gerry Mosby @mozzola back in 1985, specifically for The Arrows' second album. It truly came alive when the band started playing it! Earl Seymour, our incredible late tenor sax player, wrote the horn chart and assembled a phenomenal horn section (different from the one featured in the music video). This amazing group included:
Rick Waychesko (trumpet)
Steve McDade (trumpet)
Vern Dorge (alto sax)
Earl Seymour (tenor sax)
And let's not forget the soulful backing vocals provided by:
Sharon Lee Williams
Charity Brown
Johnny Rutledge
David Blamires
The Arrows lineup for this album was:
Dean McTaggart - Vocals
Doug Macaskill - Guitar
Earl Seymour - Saxophones, Steiner woodwind synth
Rob Gusevs - Keyboards
Bobby Economou - Drums
Glenn Olive - Bass
