The government says measures to tackle migration will be included in a plan being published for the next phase of its administration.
It comes as Sky News understands that more than 20,000 people have crossed the English Channel on small boats since Labour came to power.
Prof Brian Bell is head of the government's Migration Advisory Committee - he says politicians focus too much on the small boats issue, and warns the country would struggle to fill jobs or grow adequate supplies of food if migration was cut too much.
