
Lord Sidmouth, the Home Secretary, suspends Habeas Corpus in the lead up to the Peterloo Massacre. With rising discontent following the economic dislocation at the end of the Napoleonic Wars, calls for parliamentary reform increased. This caused alarm in establishment circles and to a government crackdown on what Lord Sidmouth describes as a 'malignant spirit' and reformers with 'reform in their mouths and revolution in their hearts'.
