Kevin Cosgrove reports from the Welsh border town of Hay-on-Wye in the Brecon Hills, where Richard Booth - the self-appointed King of Hay-on-Wye - is set to declare independence from the rest of the United Kingdom.

Hay-on-Wye has its own passport office, cabinet ministers, flag, national anthem and even its own gunboat patrolling the River Wye.

What is he up to, and what does he hope to achieve? More importantly, what do the residents of Hay-on-Wye make of King Richard Coeur de Livre - to give him his full title - and his plans for their town?
