One week after flash floods devastated much of the country, Spain has announced roughly 10.6 billion euros worth of loans and grants to victims of the natural disasters.

Spanish Prime Minister Pedro Sanchez dubbed the financial commitment the “first phase” of an “immediate response plan,” which he says will include the reconstruction and “relaunching of the Valencia region.” Sanchez promised an “exact and concrete breakdown” of the aid on Tuesday afternoon.

And, after deploying 7,300 troops to provide aid, medical care and assist in search and rescue operations in Valencia on Monday, the Spanish military and government has since doubled that commitment, bringing the total to “14,898 troops.”

Initially slow responses from the Spanish government and royal family left residents furious, as they grapple with the loss of their homes, belongings, and in many cases the lives of family and friends. Responding to this widespread backlash, Sanchez said protesters “will not divert my attention from the fundamental issue. The most important people are the affected citizens.”

Since Oct. 29, at least 217 people have died across Spain, with many residents still being unaccounted for.
