On 9 January 1992, US Defence Secretary Dick Cheney sat with ITN’s Jon Snow to discuss a shifting world order and the impending 1992 US election. Just two weeks after the dissolution of the Soviet Union and rapid ascension of Boris Yeltsin, Snow questioned Cheney on the durability of a Bush government amidst the Cold War’s end and the West’s mandate in an emerging Europe “speaking with different voices”, with emphasis on Ukrainian self-determination as a central issue unfolding on the world stage. Eclipsed by a crumbling world order, George Bush Sr would face a crushing defeat later that year, sidelining Cheney’s foreign policy vision until 2000.
