In this verse God is comforting the people of Israel after their home has once again been conquered by opposing nations.

He promises them to give back to them what the locusts have taken away.

In our lives, bad things do happen to good people. But we can take hope in the fact that God promises to bring forth beauty from the ashes if we put our faith in Him.
