This is the process of gear manufacturing. Even though the gear shaper moves very slowly, given enough time, the base material will eventually be shaped into a gear. The reason it moves so slowly and only cuts a small amount each time isn't because the shaper is dull, but rather to extend its own lifespan and improve machining accuracy. If too much material is cut at once, a large amount of heat can build up, potentially causing the gear shaper to deform.
