This phenomenon is known as "inductive spike" or "flyback voltage". Here's what happens:

When you connect the 1.5V battery directly to the 3V LED, it doesn't glow because the voltage is not enough to overcome the LED's forward voltage drop.

However, when you add the 220uH inductor in parallel with the LED, things change. When you connect the battery to the circuit, the inductor starts to store energy in its magnetic field. As the current flows through the inductor, it builds up a magnetic field.

When you disconnect the battery, the inductor tries to maintain the current flow by generating a voltage across its terminals. This voltage is called the "flyback voltage" or "inductive spike". The flyback voltage can be much higher than the original battery voltage, sometimes even exceeding 10-20 times the original voltage.

In this case, the flyback voltage is enough to overcome the LED's forward voltage drop, causing it to glow. The inductor is essentially "kicking" the LED into conduction, allowing it to emit light.

The reason this works is that the inductor is storing energy in its magnetic field, and when the battery is disconnected, that energy is released as a high-voltage pulse. This pulse is what drives the LED to glow.

The 220uH inductor is a relatively large value, which means it can store a significant amount of energy. When the battery is disconnected, the inductor releases this energy as a high-voltage pulse, which is enough to drive the LED.

The fact that the LED glows only when the battery is disconnected and the inductor is releasing its stored energy suggests that the flyback voltage is indeed the cause of the LED's glow. This phenomenon is a great example of how inductors can be used to generate high-voltage pulses and drive devices that require higher voltages than what's available from the power source.
