On July 2, 2025, Iranian President Masoud Pezeshkian signed a law, ratified by the Guardian Council, mandating the immediate suspension of all cooperation with the IAEA under the Non-Proliferation Treaty (NPT) and its Safeguards Agreement. This decision, effective immediately, bars IAEA inspectors from accessing Iran’s nuclear sites unless approved by Iran’s Supreme National Security Council, contingent on guarantees for the security of Iran’s nuclear facilities and scientists.The move was prompted by Iran’s accusations that the IAEA provided a pretext for the June 13-22, 2025, attacks by remaining silent or issuing politically motivated reports, particularly a June 12 IAEA resolution citing Iran’s non-compliance with nuclear safeguards. Iran claims its nuclear program is peaceful, but the IAEA and Western intelligence note Iran’s uranium enrichment to 60%—near weapons-grade—and a stockpile sufficient for multiple bombs if further enriched.
IAEA Director General Rafael Grossi criticized the suspension, stating it violates Iran’s legal obligations under the NPT, which cannot be unilaterally suspended. The U.S. and European powers, including France, Germany, and the UK, condemned the decision, with the U.S. calling it “unacceptable” and urging Iran to resume cooperation. Iran’s Foreign Minister Abbas Araghchi indicated reengagement would require assurances against further U.S. attacks during negotiations.
