Before taking your iPhone to the service center, first troubleshoot your iPhone to fix unable to activate error. To do that, turn on the iPhone and tap on the i icon at the bottom. If you see only the Serial number but not the IMEI, it means there is a baseband CPU problem which you can’t solve by yourself. I reinstalled the iOS, downgraded, upgraded but none worked. You must visit a certified specialist to fix it. It would cost you around $200 - $400. When I visited the Apple care center, they quoted me around $850 to replace the entire motherboard.
But if you see the IMEI number after tapping on the i icon, then you should try reinstalling the iOS that might solve the issue.
