I think Rockwell is the one who created Metal Sonic in Sonic 3, not Eggman—and here’s why. Yeah, Eggman usually builds Metal Sonic in other versions, but in the movie universe, that doesn’t really add up. In Sonic 2, Walter says Eggman lost all his government support and had his tech seized—most likely ending up with GUN. Then in Sonic 3, Gerald even points out how GUN copied his designs perfectly. Clearly, they’ve got the tech to build something like Metal Sonic. Eggman, on the other hand, isn’t exactly fired up about revenge anymore. He’s chillin’, unmotivated, and mostly just goofing off with Gerald. Timeline-wise, it makes no sense for him to build anything. He’s stuck in the Mushroom World in Sonic 1, retires in Sonic 2, and barely does anything alone in Sonic 3. But Rockwell? After her base is raided and she thinks Sonic's family killed Walter, she has motive. Sure, it could’ve been Gerald or even Stone—but based on what we’ve seen, Rockwell makes the most sense.
