On the night of June 21, the surrender soldier of the German army appeared to the guard corps of Kiev district. He told that the German army would go into the departure point of the border to attack on the morning of June 22.
The chief of staff of the Kiev district notified to Zhukov, and Zhukov promptly reported this message to Timoshenko and Stalin.
Stalin said:
"Come to Kremlin with Timoshenko."
Zhukov took a draft of the order for the army and went to Kremlin with Timoshenko and Vatutin.
Stalin met them and asked anxiously.
"The German commander might let the surrender soldier invade for the provocation of the war?"
Timoshenko answered:
"No, We think that the surrender soldier said the truth."
Stalin asked Timoshenko.
"What should we do?"
Timoshenko answered:
"We need to order all military units of the district along the border to complete battle preparations promptly."
Stalin urged Zhukov to read the draft of the order aloud. After Zhukov read the draft, Stalin said:
"You must give the order right now. The problem may be still settled by peaceful means. You should give a short order and point out in the order that the attack might begin from the provocative act of the German army. The military units along the border must be caught on no provocation not to cause a complication."
Zhukov went to another room with Vatutin and hastily completed a draft not to waste time. After they made up the draft, they came back to the Stalin's cabinet room, and Zhukov demanded the permission of the order. After Stalin listened to the draft and read it once again. Then he made some modifications and handed it to let Timoshenko sign.
Vatutin went to the General Staff Office with this order for transmission to each district. The transmission to each district was completed at 0:30 on June 22, 1941.
At 23:30 on June 21 Zhukov and Timoshenko returned to office. When they got off the car, they talked to meet ten minutes later. At June 21 23:50, they ordered all members of the General Staff to remain in the office because they needed to direct each district to let the border corps prepare the battle as soon as possible. At this time, the General Staff and National Defense Commissar were very busy. The commanders and staff officers of each district reported about the situation of the border. The General Staff and National Defense Commissar received all of them. All reports were about that the German army approached the border every moment. The General Staff reported about the situation of the border to Stalin at 0:30. Stalin asked whether the General Staff had ordered to each district, the General Staff replied that they already had ordered.
When Timoshenko, Zhukov and Vatutin held the urgent meeting at 3:00 a.m. on June 22, Zhukov was called by the emergency call by the commander of the Black Sea fleet Oktyabrskiy at 3:07 a.m.
The report of Oktyabrsky was as follows:
"According to the report from the aerial reconnaissance group of the fleet, a large number of unknown airplanes are coming close from various quarters. The fleet got ready for a battle. Please give me instructions."
Zhukov asked Oktyabrsky:
"What kind of measure should you do?"
Oktyabrsky answered:
"We should enhance the air defense of our fleet."
After Zhukov talked with Timoshenko, and he gave Oktyabrsky instructions:
"Take the measures promptly, and report it to the ministry."
Timoshenko ordered Zhukov to call Stalin, so Zhukov called Stalin.
Stalin rushed to the telephone, and asked:
"Where is Timoshenko?"
Zhukov answered:
"He is talking with the chief of Kiev district on emergency telephone."
Stalin said:
"Come to Kremlin immediately with Timoshenko, and tell the secretary to call all Politburo members."
Zhukov talked with Oktyabrskiy once again at 4:00 a.m.
Oktyabrskiy reported with condition settled down as follows:
"We repulsed German army planes. The trial of the fleet destruction of the German army does not succeed. But destruction points appeared in the city.
Zhukov emphasized:
"Black Sea fleet was received the attack of the organized German army at first in all district."
At 4:10 a.m., General Staff received the report from Western district and the Baltic district that the attack of the German army started on the ground.
At 4:30 a.m., all the Politburo members gathered in the cabinet room of Kremlin. Timoshenko and Zhukov too entered the cabinet room.
Stalin said:
"We need to call German embassy immediately."
The answer from German embassy was that Ambassador Schulenburg demanded a meeting to notice urgently. The duty to talk with the ambassador was given to Molotov.
Meanwhile, Vatutin reported that German army performed intense bombardment and were moving to attack in the northwest district and western district.
Molotov came back in the cabinet room hastily and said:
"The German government declared war against us."
