
He classified these people as Zero buyers who have not paid for electricity for more that twelve months but continue to use electricity.
Dr. Ramokgopa was terstifying at the South African Human Rights Comission inquiry on load reduction.
SAHRC has heard testimony of how power utility Eskom has targeted poor communities with load reduction, crippling small businesses and gambling with the lives of the sick.
Dr. Ramokgopa says Zero buyers are costing the Power utility R3 billion a month.
He says when transformers are overloaded in certain sections of the township, theres no way to reduce load and only affect zero buyers.
He says everyone will be affected because when that transformer blows it will affect the whole community.
