Flash flooding occurs when water rapidly accumulates in low-lying areas, often due to intense rainfall, dam/levee failures, or other sudden water releases. This creates extremely dangerous conditions where water levels rise very quickly - sometimes within minutes or hours.

Some key characteristics of flash floods:

1. Speed: Water levels rise rapidly with little warning time
2. Force: The fast-moving water carries tremendous destructive power, capable of moving vehicles, demolishing buildings, and causing severe erosion
3. Depth: Areas can become submerged under several feet of water very quickly
4. Debris: Floodwaters often carry dangerous debris like trees, rocks, and parts of destroyed structures

To stay safe during flash flood conditions:
- Never drive or walk through flooded areas - just 6 inches of moving water can knock you down
- Move to higher ground immediately if you see rising water
- Stay informed through weather alerts and emergency broadcasts
- Have an evacuation plan ready if you live in a flood-prone area
- Keep emergency supplies prepared
