Much to my surprise this mission is unlocked right from the start. In other words, you don't need to unlock Las Venturas to beat this mission and have your first asset. It seems to have been a oversight. Unlike what naturally,for example, IGN states, that "like Roboi's Food Mart and Hippy Shopper before it, Burger Shot Missions are the final courier-type mission to unlock as you progress through San Andreas. Burger Shot missions become available after completing the story mission"Yay Ka-Boom-Boom", it is there right from the beginning.
