On 30 November 2003, ITN filmed Georgian soldiers taking part in a US-directed military training exercise, exactly one week after the resignation of President Eduard Shevardnadze brought an end to the 2003 Rose Revolution. The exercise came at a time when both Russia and the United States were working to ensure their interests in post-Shevardnadze Georgia were being heard. Both countries had troops on Georgian soil and both controlled lifelines of money and resources. The same week, US Defence Secretary Donald Rumsfeld would visit Tbilisi.
