The cloud-like foam seen near mining sites is usually formed from a mix of water, air, and surfactants - soap-like chemicals used in processes like froth flotation to separate minerals. When these chemicals spill or mix with rainwater, especially around mine tailings or wastewater areas, they can create large volumes of stable foam that drift or fall slowly, giving the surreal appearance of a cloud falling from the sky.

This foam is light, can be carried by wind, and often forms when water is agitated while flowing over surfaces. While it may look cute, it can be hazardous if it contains industrial chemicals or pollutants, potentially causing skin irritation or environmental contamination.
