This is one of the misc. locations from Fluid (PSX), an ambient music sound lab game from SweepStation. In order to see them, you have to wait for the 'Cruise Stage' route selection 4 times (only the first four(?)). Instead of going to the next/prev. stage, you will get instantly teleported to one of these for as long as the FMV for the BG is (each one has different lighting on the 'Navigator' dolphin, which is a neat attention to detail, I do say.). You can see that I used a frameskip to speed up the process of waiting (it would be a time-waster on the real PSX, though.).
There are 30 of them in total (according to the disc image file), but I only wanted to cover this one, because this one would be passable as a tech demo. I mean, why would there be baby-shaped dolphins(balloons?) phasing through the ocean floor and glitching in and out of their existence? This certainly could be a CoG-certified moment for sure. :P
