
On 6 December 1994, ITN filmed world leaders signing the Budapest Memorandum on Security Assurances to Ukraine at the Conference on Security and Co-operation in Europe (CSCE) in Budapest, Hungary. The agreement, signed by Russian President Boris Yeltsin, US President Bill Clinton, British Prime Minister John Major, and Ukrainian President Leonid Kuchma, prohibited Russia, the US, and the UK from threatening or using military force or economic coercion against Ukraine in return for Ukraine joining the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and giving up its enormous Soviet nuclear arsenal. Identical agreements were concluded with Belarus and Kazakhstan, signed by Kazakh President Nursultan Nazarbayev and Belarusian President Aleksandr Lukashenko.
