
The summit is co-chaired by France and Saudi Arabia, having been postponed from June and downgraded to a ministerial level.
David Lammy, the UK foreign secretary, is attending the event as international condemnation of Israel's handling of the war in Gaza grows.
Both Israel and the United States, its closest ally, have refused to participate in the meeting, which France's foreign minister said was being attended by representatives of 125 countries, including 50 ministers.
