The whole "Before You Plug In, Think Again" campaign was completely wasted on high schoolers back in the 90s and 2000s. The rumor mill was too strong amongst teens..you couldn't get it from light-up Christmas deer, they'd tell each other. If you get a deer from Hope Depot, they check it first for that stuff all the time so it's no biggie. Or they heard from a friend of a cousin who stopped paying their electricity bill and it went away. And this is how the problems start.
