When you shine your phone’s torch onto certain materials (like the shirt in the video) you’re providing energy in the form of light. This light contains high-energy photons, which can be absorbed by electrons in the shirt’s fluorescent dye molecules. When these electrons absorb the energy, they become “excited,” jumping to a higher energy level. But this excited state is unstable, so the electrons quickly fall back down to a lower energy state. As they do, they release photons which carry energy.
In this case, the shirt glows green, meaning the electrons are re-emitting the absorbed energy as green visible light.
