Minister of People Empowerment and Elder Affairs, Kirk Humphrey, says the delays in bringing these matters to court and settling them have a significant impact on victims, many of whom only receive justice when they become adults.
He raised the issue while addressing the opening of judicial training on international child abduction, the Hague Network of Judges, and the Judiciary of Barbados.
The 1980 Hague Convention on the Civil Aspects of International Child Abduction is a multilateral treaty in force between Australia and several other countries.
It provides a lawful procedure for seeking the return of abducted children to their home country, and also assists parents in contacting or gaining access to children overseas.
Minister Humphrey says the training is timely, as Barbados seeks to strengthen its laws and policies to protect the rights of children.
