That's despite the province's 49.7% unemployment rate in the second quarter of 2024.
Mabuyane further said 70 million Rand has been set aside to settle student debts.
He says the provincial executive has made significant strides to supply free internet to schools, libraries and health facilities as part of the rural development programme.
Mabuyane also paid tribute to South African National Defence Force soldier Sergeant William Eddy Cola, who was among 14 soldiers killed in the Democratic Republic of the Congo.
