They had to run to catch up to her after buying her some things. They put it in the bag.
They asked her if she ran into trouble. When she started talking they realized that she was sane and wasn't mentally unwell. She seems very aware. She told them that she came from the north and is unable to get back home. She sleeps anywhere she could and has been homeless for a while. So they offered to drive her back home but she refused the help.
When they saw her again by the garbage, she was without the food she was given. Turns out, she doesn't want the help. They later went back to retrieve the food she had left. She once again refused the ride home.
The next time they meet, it was raining and she was wearing broken shoes so they got her a new pair but she refused to take the shoes. It wasn't until the next time that they meet when she finally agreed to receive the help. She accepted some bread and water.
She seems like a very prideful person. Perhaps she was once someone important in her village and couldn't believe she would be there today. The man told travelling tourists from other cities to watch out for her and give her some food if they see her. Maybe she would feel safer if a woman offered her the help instead.
