Typically the Witches choose their animal familiars, but with hypnotic snakes, they're the ones who can choose their witches.Being up all night helping Ursula with her paintings, I imagine Kiki was already tired before she flew back to the Bakery, so being hit with Hypnosis to put her under would certainly be such a heavy burden on her mind.
