In the 1980s, the city of Buffalo is plagued by tension. A man is terrorizing Western New York, choosing his victims based on their race. The community lives in constant fear, as he leaves no trace behind except spent shell casings. Desperate to stop him, local authorities enlist the help of an FBI profiler.
