The question still remains  : what happened to reggae?  I think there were a ton of contributing factors, but in my opinion, there were two that really led to the decline in the popularity of reggae as a whole.

  The first is the Bob Marley effect.

  Bob Marley did something like that.
Few artists are able to do this on a global scale.  He became synonymous with an entire genre. He basically transcended it to a mass population who may not know as much about Jamaican culture or Caribbean culture. He became synonymous with Jamaica.

and the message that he pushed.  of solidarity rastafarianism, anti-colonialism, black pride was one that powerful people probably didn't wanna see pushed.

Gonee down on record that   the C.I.A.,   the FBI   , and the Jamaican government   all were keeping tabs on Marley up until his death.

  The assassination attempt on his life in 1976 supports this well

  As it was two days before  the Smile Jamaica concert,  while there is no evidence that governments had a direct impact or contributed to his death, I believe they took advantage of the event and used it as a way to silence the Rastafarian and reggae movement.

 Reggae spoke to the struggles of not only Jamaicans but something scarier to the powers that be around the world: the struggle of the entire African diaspora.

 Rooted in Rastafarianism reggae, pushed forward the Pan-African movement.   His death turned him into a martyr. Think about it. Artists like   Bob Marley,   Biggie,   Tupac,   and Marvin Gaye  become more of ideas or brands, and their message in artistry becomes secondary and takes a backseat to their imagery, right?  Everybodydy knows their one girl with the Tupac shirt or the Biggie shirt.

You ask them how many songs they've listened to by these artists. They haven't listened to one, right? They become more of imagery or merchandise than they are people or the ideas that they pushed when they were here.

if you were to go ask any random person on the street, what message that Bob Marley was pushing and if people viewed him as dangerous when he came out? I guarantee you the majority of the population wouldn't know or wouldn't know the depth of what he was going through when he was here.

And in my opinion, I feel like that was intentional with Bob Marley, whether or not they had something to do with his death.   There is no factual evidence to back this up,  but I still think they took advantage of the situation at hand.
