UN chief says don't expect more aid, calls for 'innovative' financing

A landmark summit on financing global development opened in Seville on Monday (June 30), with United Nations Secretary-General António Guterres warning that traditional foreign aid increases should not be expected.

Speaking at the fourth International Conference on Financing for Development, Guterres instead urged nations to embrace “innovative forms of financing”, including a carbon tax and levies on maritime transport. He also announced that world leaders had agreed to triple the lending capacity of multilateral development banks.

“This is a moment in which we cannot expect increases in official development assistance,” Guterres said. “But there are ways to multiply the resources available.”

The once-in-a-decade gathering has drawn more than 50 world leaders aiming to rescue the global effort to meet the Sustainable Development Goals (SDGs) — including poverty reduction, climate action, and inequality — which are widely seen as at risk of failure.

Notably absent from the summit was U.S. President Donald Trump, whose administration pulled out of the event and declined to support the action plan negotiated over the past year. The U.S. withdrawal dealt a symbolic blow to multilateral cooperation at a time of mounting global crises.
