This is what happens if you set a plastic cup of water on fire.

The heat that the plastic receives is quickly taken up by the water. And the glass does not have time to reach the necessary melting point.
The melting point of PVC is 150 - 220 °C, but it starts to deform at 65 - 70 °C.
