Manuel Quezon, the first president of the Commonwealth government famously said, "I would rather have the Philippines run like hell by the Filipinos, than run like heaven by the Americans". While the U.S. was highly criticized for its occupation of the Philippines since 1898, the U.S. also helped the Philippines by bringing about education, infrastructure, military support, and a new government structure. Then in 1935, they established a commonwealth government with Manuel Quezon as its first president. The commonwealth is built to prepare the Philippines for self-rule and independence. For Manuel Quezon, he would rather have a government run like hell by the Filipinos than a government run like heaven by the Americans.
