Let’s get to the real reason Hamas refuses to release all the hostages. In simple terms it’s because it uses them as leverage to negotiate its demands with Israel. Even though Hamas wants Israel to end its military operations in Gaza and withdraw its forces from the area, holding hostages, Hamas seeks to increase pressure on Israel to meet these conditions. Hamas has an agenda and it’s not cut and dry. They are still a terrorist organization, so things to don’t operate in black and white.
