The Chicago Policy gambling racket, introduced in 1885 by Paty King, King Fu, and Policy Sam Young, evolved into a multi-million-dollar operation by the late 1930s. It involved betting on number combinations drawn from tumbling drums and was widespread across Chicago's black communities.
Prominent Policy Kings included John 'Mushmouth' Johnson, who was a major player until 1907, and the Jones Brothers, who controlled a $25 million syndicate in the 1940s. Conflict and legal troubles led to their downfall, with key figures like Ed Jones facing prison time. By the 1950s, the Chicago Outfit, led by figures such as Sam Giancana and Tony Accardo, aggressively took over the policy gambling operations. This led to violence and conflict with remaining policy operators like Teddy Row, culminating in a bloody power struggle.
