Law enforcement has captured a fourth fugitive who escaped from Orleans Parish Prison, and the murder suspect’s apparent arrest was caught on surveillance video. Six more remain on the loose, as questions grow about how they escaped with the district attorney condemning the sheriff for waiting hours before notifying the public about the escape. "She gave these individuals close to an eight-hour head start," he says. NBC’s Ryan Chandler reports for TODAY.
