Is this magic? Here is a cute art project idea. All you need is some Tissues, a waterproof liner and some markers. The point is to use acrylic markers AND watercolor markers combined, because of their difference in water solubility. The acrylic marker will make a shape that stays unchanged under water, while the watercolor markers will give this glowing effect, as the paint dissolves in contact with water.
